Second home: Interest rate for loans with a term of 5 years or less (inclusive) is 2.525%, and for loans with a term of more than 5 years, it is 3.075%.

Base credit limit: For the first home, the maximum is 1.84 million yuan; for the second home, the maximum is 1.495 million yuan.

Obtaining Shanghai household registration means that the housing purchase qualification is automatically resolved.
获得上海户籍,意味着购房资格自动解决。
There are mainly two ways: "talent introduction" and "residence-to-citizenship conversion". The new policy has been implemented since December 2025.
主要有“人才引进”和“居转户”两大途径,新办法已于2025年12月施行。
Direct household registration for talent recruitment
人才引进直接落户
Applicable objects: Outstanding domestic talents who are urgently needed by employers in this city.
适用对象:本市用人单位引进的紧缺急需国内优秀人才。
Main categories: include high-level talents, urgently needed talents in key industries, highly skilled talents, and market-oriented innovation and entrepreneurship talents, etc.
主要类别:包括高层次人才、重点产业紧缺急需人才、高技能人才、市场化创新创业人才等。
Regional Privileges: Employers registered in Pudong New Area and Lianjiang New Area can have their applications approved independently by the respective regions.
区域特权:注册在浦东新区、临港新片区的用人单位,可由该区域自主审批。

Basic conditions (must be met simultaneously)

Having held the "Shanghai Residence Permit" for a cumulative period of 7 years.
持有《上海市居住证》累计满7年。
During the period of holding the certificate, one must have paid social insurance for a full 7 years as required.
持证期间按规定缴纳社保满7年。
During the period of holding the certificate, one has legally paid personal income tax in Shanghai.
持证期间依法在沪缴纳个人所得税。
In this city, one must be appointed as a professional position at the intermediate level or above, or hold a vocational qualification of technician or above, and the social security contribution base must reach a certain market standard.
在本市被评聘为中级及以上专业技术职务或技师以上职业资格,且社保缴费基数达到一定市场标准。
Incentive conditions (satisfying which can shorten the duration or relax the requirements)

Meeting the social security contribution base standard: Within the past 4 years, the social security contribution base has reached twice the average salary of the city for 36 consecutive months. This allows for exemption from the requirement of professional title.
社保缴费基数达标:最近4年内累计36个月社保缴费基数达到上年度本市平均工资2倍,可不受职称限制。
Regional preferential policy: Working in key areas such as Lingang New Area, Zhangjiang Science City, and the five new towns can result in a shorter requirement for the duration of residence for obtaining local citizenship.
区域优惠:在临港新片区、张江科学城、五个新城等重点区域工作,可享受更短的落户年限要求。

Apart from sales and purchases, there are also methods such as gifts and inheritances for the transfer of property rights of a house. The costs and procedures vary from one another.

Inheritance
继承
Key features: The property is inherited by the legal heir, exempt from value-added tax, personal income tax and deed tax, and the cost is relatively low.
主要特点:法定继承人继承房产,免征增值税、个人所得税和契税,成本较低。
Notary fee: For the notarization of inheritance rights, the fee is also calculated based on the area. The standard rate is 80 yuan per square meter.
公证成本:办理继承权公证,费用同样按面积计算,标准为每平方米80元。

Qualification verification: The qualifications of the buyers will be reviewed through the "One-Stop Online Service" or the local transaction centers.
1.资格核验:通过“一网通办”或各区交易中心进行购房人资质审核。
2. Signing the Contract: Sign the "Shanghai Real Estate Purchase and Sale Contract" and pay the deposit.
2.签约:签订《上海市房地产买卖合同》,并支付定金。
3. Online Contract Registration and Record Filing: The contract is registered online, locking the property.
3.网签备案:合同网上备案,锁定房源。
4. Fund Supervision: The down payment or the full payment is deposited into the supervision account of the bank or the trading center.

5. Tax Audit: Go to the tax office to make the relevant declarations and pay the taxes (such as value-added tax, individual income tax, and deed tax, etc.).

6. Property transfer: Both parties present the tax payment certificate and other relevant documents, go through the registration process for the transfer of real estate, and obtain the new property ownership certificate.
6.产权过户:双方携带完税证明等材料,办理不动产转移登记,领取新的不动产权证。
7. Loan (if any): The buyer will handle the mortgage registration with the new property certificate. The bank will disburse the loan to the escrow account, and the seller will receive the full payment for the house.
7.贷款(如有):买方凭新产证办理抵押登记,银行放贷至监管账户,卖方收到全部房款。
8. Property Handover: Complete the name change procedures for water, electricity, gas, and cable TV, and finalize the property transfer.

Shanghai does not have a unified city-wide policy for housing subsidies or discounted prices for talents.
